The aim is the establishment of a technical college specializing in electrical engineering based on the Baden-Württemberg technician training model.
After successful completion, the Vietnamese graduates are recognized by the Ministry of Education, Youth and Sports Baden-Württemberg as a “state-certified technician”.
In addition, the training will be recognized by the responsible ministry in Vietnam and serve as a basis for spreading the technical school.
The economic development in Vietnam increasingly requires highly qualified specialists who can cope with the demands of middle management or self-employment.
Technical college graduates are highly qualified specialists who have both in-depth practical and theoretical knowledge in their specialist field and who also learn to be qualified to manage staff and to act cost-consciously with the help of the technical college training. Thus, these graduates are an important link between engineers and skilled workers.
The establishment of the technical school is accompanied by technical and didactic training for vocational school teachers.
The establishment of a quality management system (ISO certification) and the development of a marketing strategy and a business plan are further components of the project.
After completion of the project, the following cohorts of the technical school will have the opportunity to receive recognition from the Ministry of Education, Youth and Sports Baden-Württemberg, provided that the chairmanship of the examination continues to be assumed by specialist advisors from Baden-Württemberg.
- Planning and control of the project by Department 45, Zentrum für Schulqualität und Lehrerbildung (ZSL),
- Elaboration and adaptation of the curricula to country-specific conditions,
- Elaboration of a technician ordinance taking into account the particularities in Vietnam,
- Conception and implementation of technical and didactic advanced training for the teachers of the various subjects of the technical school,
- Advising teachers on lesson planning and the creation of performance reviews,
- Support in the preparation and implementation of final exams,
- Establishment of a quality management system including the implementation of audits,
- Building networks with international and national companies,
- Advice on marketing for the college and on creating a business plan.
2016
- Signing of a Memorandum of Understanding (MoU) between the Vietnamese National Institute of Vocational Training and the Ministry for Education, Youth and Sports Baden-Württemberg;
- Signing of a MoU between the Hanoi Vocational College of Technology (HAC-TECH) and the International Office of the State Academy Esslingen (now: Zentrum für Schulqualität und Lehrerbildung (ZSL), Department 45);
- Project planning in terms of content and time;
- Preparation of the workshop for curriculum development;
- Survey of the qualification needs of future teachers for the technical school;
- Inventory of workshop equipment and needs assessment;
- Company visits to assess the work and requirements situation of the companies and to gain cooperation partners.
2017
- Workshop to adapt the Baden-Württemberg curriculum of the technical college, specializing in electrical engineering, to the Vietnamese conditions in Hanoi;
- One-week advanced training for the school management of HACTECH and the management of the National Institute of Vocational Training in Baden-Württemberg;
- Two-week didactic training for future teachers at the FiVe technical college of HACTECH in Baden-Württemberg;
- Kick-off events for companies and interested students in Hanoi;
- Three one-week advanced training modules in Hanoi to prepare the teachers for technical school lessons in the various subjects;
- Adaptation of the Baden-Württemberg technician ordinance, timetable and semester structure to Vietnamese conditions for submission to the Ministry of Education, Youth and Sports Baden-Württemberg;
- Approval of the “Technikerverordnung” (Decree for Technicians) for FiVe by the Ministry of Education, Youth and Sports Baden-Württemberg;
- Admission of students and start of lessons at the technical school in autumn 2017.
2018
- Intermediate evaluation of the course of the project with the following target groups: school management, teachers, students of the technical college, teacher trainers from technical schools in Baden-Württemberg;
- Validation of the results with the various target groups and derivation of measures to optimize the course of the project;
- Three one-week didactic and technical advanced training modules for the teachers of the FiVe technical school in Hanoi.
2019
- One-week advanced training to prepare for the final technician exam and the requirements for the technician’s work and their assessment;
- Carrying out the first technical school examination under the chairmanship of the Ministry of Education, Youth and Sports Baden-Württemberg;
- Closing event together with the participating companies for the first graduates of the FiVe technical school;
- Event for project completion and certification of the technical school according to ISO 29990.
From 2020 on
From project to process.
- The Ministry of Education, Youth and Sports Baden-Württemberg continues to chair the final exams of the FiVe college.
- The Vietnamese colleagues will continue to be advised by experts from Baden-Württemberg on the preparation of a recertification.
